Seyed Ahmad Habibnezhad Samira khoini Referendum, as one of the most important means of exercising the right to self-determination and citizen participation, has always been a matter of concern and has a religious basis as well. But there is an important question what are the Criterion of a "good referendum" - as a mirror of the will of citizens - and what principles and rules should be put in place to get a genuine view of citizens? In this paper, using a descriptive-analytical method and with the experience of different countries, it is attempted to consider the absence of a "referendum legal system" in Iran and the principles and criteria of a good referendum on the processes of this dereferendum legal system" in Iran and the principles and criteria of a good referendum on the processes of this democratic phenomenon.
