Capital asset acquisition projects are central to public infrastructure development and sustainable economic growth. However, their institutional complexity, multi-level governance, and substantial financial commitments increase the risks of regulatory fragmentation, corruption, and implementation failure. In this context, the effectiveness of legislative criminal policy largely depends on the coherence of the legal framework governing public procurement and public investment. Using a descriptive-analytical and comparative methodology, this study examines the normative, institutional, policy, and functional dimensions of legislative coherence in Iran's criminal policy governing capital asset acquisition projects. The analytical framework draws on Dworkin's and MacCormick's theories of legal coherence, the OECD Recommendation of the Council on Regulatory Policy and Governance, and comparative legal and institutional experience from the European Union and the United States. The findings indicate that Iran’s legislative framework is characterized by fragmented legislation, institutional overlap, insufficient policy coordination, and a persistent gap between legislative objectives and practical implementation. These shortcomings reduce regulatory predictability, weaken accountability, and undermine the effectiveness of oversight mechanisms. By contrast, the comparative experiences of the European Union and the United States demonstrate that closer integration among budgeting rules, public procurement regulations, auditing systems, and accountability mechanisms enhances legislative coherence and improves regulatory effectiveness. The study concludes that strengthening legislative coherence in Iran requires consolidating dispersed legislation, adopting a graduated system of legal responses, enhancing institutional coordination, institutionalizing performance evaluation, and developing integrated digital information systems.
