The right to equal access to electronic financial services is a fundamental principle of public economic law, as economic justice dictates that all citizens should enjoy such a right. Given the rapid development of modern electronic technologies, this study aims to examine the status of the right to equitable access to electronic financial services in Estoniaa pioneer in this field while also considering the legal system of Iran. The findings of this study conducted using a descriptive-analytical method with a comparative approach indicate that Estonia’s experience demonstrates that realizing the right to equitable access to financial services extends beyond mere technological development; it requires the establishment of legal and institutional infrastructures grounded in trust infrastructures that guarantee digital identification, the legal validity of electronic signatures, and equal citizen access to public services. By establishing an e-government system, Estonia eliminated a significant portion of traditional bureaucratic processes and paper-based correspondence workflows. Accordingly, based on the "Once-Only" principle prevalent in that country, No information should be entered into the system more than once. Furthermore, in Iran based on an interpretation of constitutional principles, particularly Article 3, Clause 9 it can be asserted that the government is obligated to provide easy access to electronic financial services for all segments of society, especially vulnerable, underprivileged, and low-income groups, without any discrimination.
