Rapid economic transformations and the emergence of complex financial and cybercrimes have seriously challenged the efficacy of traditional, punishment-oriented models in criminal policy. This article aims to rethink crime prevention strategies through a development-oriented lens, seeking to answer how the convergence of criminal laws with economic shifts can lead to crime reduction and facilitate development. The research methodology is descriptive-analytical, based on a comparative approach that examines preventive policies and criminal law developments in selected Islamic countries, including Malaysia, Turkey, Saudi Arabia, and the United Arab Emirates. The research findings at both theoretical and practical levels indicate that, theoretically, the "Economic Analysis of Law" school emphasizes regulating economic incentives and cost-benefit evaluation. Meanwhile, in the Islamic legal system, principles such as Maslahah (public interest), La Darar (no harm), and economic justice provide the necessary jurisprudential capacities to counter emerging crimes. At the practical level, the results suggest that utilizing modern technologies, enhancing financial transparency, strengthening regulatory institutions, and reforming criminal structures lead to a reduction in the social costs of crime and improve investment security. The final outcome of the research demonstrates that the synergy between Islamic foundations and the economic analysis of law provides an efficient framework for reducing economic crimes, optimizing criminal costs, and supporting sustainable development.
