In recent years, alongside the expansion of modern communication technologies and growing citizen awareness of good governance requirements, public administration in many societies has shifted from traditional local government towards local open government. Local open government is founded on key principles such as transparency, citizen participation, and accountability of public institutions. This study, employing a descriptive-analytical methodology and drawing on library-based sources, examines the prospects for realizing local open government within Iran’s current legal system. Relevant legislative and regulatory texts are examined alongside the approaches and practical experiences of selected foreign legal systems. Drawing on the experiences of other countries may contribute to developing a model of local open government responsive to citizens’ needs and expectations and aligned with technological developments within the framework of good governance. The findings indicate that, although existing legislation contains certain normative capacities and the Constitution accords citizens a significant position, the necessary legal and institutional foundations for the full realization of local open government have not yet been established in Iran, despite measures taken in this regard. Accordingly, the study identifies existing capacities and proposes reforms to transparency and accountability mechanisms, strengthening citizen participation, and developing local assessment and oversight mechanisms to facilitate the realization of local open government in Iran.
