Human rights literature is rights-oriented literature for individuals and commitment-oriented literature for governments. According to their content, human rights include positive and negative obligations and obligations by means and results. The right to the Islamic clothing of Muslims is an indisputable right for individuals of the type of civil and political rights and includes two types of negative obligation and obligation to the result for governments, with the explanation that the obligation to the result requires immediate action and such an obligation is bound by or there are no special facilities.
